Scope of work

  • Surface intake and raw water transmission main
  • Treatment works with clarification, filtration and disinfection civils
  • Two reinforced concrete service reservoirs
  • 46 km of distribution network with district metering
  • House connections, commissioning and operator training
The challenge

What made this difficult.

  • 01

Existing supply had to remain in service throughout the network replacement.

  • 02

Utility records were incomplete, with unmapped services beneath most of the alignment.

  • 03

Street works passed through commercial areas where access loss directly affects trading.

The engineering solution

What we did about it.

  • 01

The network was replaced zone by zone with temporary over-ground bypasses, so no household lost supply for more than a scheduled window.

  • 02

Service detection and trial pitting preceded every excavation, and the resulting records were handed back to the municipality as an updated utility map.

  • 03

Commercial-area works were sequenced into short lengths with same-day reinstatement, and traders were notified a week in advance.

  • 04

Watertightness and pressure testing were completed before backfill on every section, with results held in a single traceable register.

Key outcomes

Safety performance

  • Confined-space permit system with gas testing on all chamber entries
  • Trench support inspected daily by a competent person before entry
  • Continuous pedestrian route protection through commercial areas
  • Zero reportable public incidents across 46 km of street works

Sustainability measures

  • Trench arisings screened and reused as backfill where testing permitted
  • District metering installed to enable ongoing leakage detection
  • Chlorination residual monitoring established before handover
  • Local crews trained and employed for house connection works
